Dean Lythgo is a Sunshine Coast builder and a family man. He has 30 years of experience in innovative design and construction all over South-East Queensland. Dean has been a Director of his own construction company (Shadforth Lythgo) for the past 25 years. The company has been recognised by winning many Construction Industry Awards over the years.
Dean is highly regarded within the construction industry by his peers and contractors who work with him. His ability to effectively communicate and build relationships with his employee’s and subcontractors ensures that there is a focus on achieving outcomes to a high standard. His practical experience and knowledge allow him to rise to the many challenges that inevitably arise on any construction site; particularly on sites with special design features and elements. Having constructed many commercial buildings over the years Dean has observed that one element of these buildings is often completely neglected after the original construction – this is the Bio Retention Systems that form part of the stormwater drainage system.
These systems require regular inspections and maintenance to keep them functioning correctly and as they were originally designed to do as part of the approved Development Application (DA). The Bio Systems are intended to act as a filtration system for all stormwater runoff. Using a system of filter layers within a sub surface tank structure, stormwater is channeled so that it permeates through these layers, with any sediment or pollutants filtered out before the stormwater outflows into the Council infrastructure, and ultimately waterways or to the ocean. They may be located within parkland areas, open space zones, carparks, along roadway corridors or center medians and industrial buildings.
It is a property owners’ responsibility to undertake regular inspections of their Bio Retention Systems and undertake periodic maintenance to ensure the original design integrity is maintained. If a Bio System becomes neglected and does not function properly, the property owner would be held accountable. Many owners are unaware of this obligation and should a significant pollution incident arise on their property would be vulnerable. Regular maintenance is essential, as over time pollutants clog the filter beds, plants die, matting disintegrates, obstructions are placed in the stormwater channels.
Dean, through Bioretention Management Australia is offering management and works services to ensure you comply with these council regulations (as detailed in the DA) of inspections and maintenance. The frequency of inspections and regular maintenance can vary depending upon the design of the Bio Retention System, but they general would be required between every 3 - 6 months.
